English councils have increasingly outsourced social care provision but private firms have fallen short of delivering expected efficiencies, Oxford University research has revealed.

A report funded by research charity the Nuffield Foundation found more than 80% of children's homes are now operated by the private sector, up more than 20 percentage points since 2010.
