Councils will experience a ‘painful' start to the new regime of social housing regulation, a senior sector figure has warned.

Since the Regulator of Social Housing (RSH) began ‘proactive' regulation of councils in April, eight councils have been rated C3 for consumer standards, the second-worst possible denoting ‘serious failings'.
