Local Government Association (LGA) chairman Gary Porter has warned Whitehall that forcing local authorities to shoulder the cost of attendance allowance under business rate reforms could be a ‘deal breaker'.

Attendance allowance is listed in the Government's consultation document as one of the possible responsibilities to be devolved locally in return for the sector retaining 100% of business rates.
