Councils may be flouting a ban by using pension fund cash to boost spending budgets.

The Department of Communities and Local Government (DCLG) banned Local Government Pension Scheme (LGPS) administering authorities from borrowing from staff pension funds to boost their interest returns on banking deposits a few years ago.
