The black hole facing upper-tier councils this week appeared to grow further after fresh figures uncovered the impact of replacing grant funding with business rates.

Latest figures from the Institute for Fiscal Studies (IFS) showed that the biggest losers so far from the 50% retention of business rates system were London boroughs, metropolitan councils and counties, all of which have social care responsibilities.
