The Scottish Government's plans to transfer responsibility for school improvement to new regional bodies threaten to undermine local democracy, a senior Labour councillor has claimed.

Stephen McCabe, the Convention of Scottish Local Authorities' (COSLA) education spokesman and leader of Inverclyde Council, said the Scottish Government had responded to opposition criticism of the country's education standards by scapegoating ‘Scotland's battered and bruised councils'.
