Scottish Government proposals around children's services, community justice and alcohol and drug treatment were smuggled into a consultation ‘at the very last minute,' a council body has complained.

The Convention of Scottish Local Authorities (COSLA) said it had not been involved in any discussions with the Scottish Government before the announcement on the reform of adult social care.
