The council finance system in Scotland requires reform to avoid ‘catastrophe', newly-published research has found.

This should ‘prioritise long-term financial sustainability over short-term fixes', according to the report by the Chartered Institute of Public Finance and Accountancy (CIPFA) and Local Government Information Unit (LGIU).
