Scottish council leaders have branded Holyrood's local tax reforms an ‘insult' despite the first minister vowing to end the council tax freeze. 

Nicola Sturgeon today revealed plans to adjust council tax to ensure the amount residents pay was ‘more closely linked with their earnings,' with the extra £100m a year raised being invested in schools.
