In ‘another step away from localism,' the Government is cutting councils out of major housing development decisions, Lords have warned. 

A clause in the controversial Housing and Planning Bill, which dragged into its ninth day of Lords debate yesterday, would allow the secretary of state to take power over large-scale developments linked with ‘nationally significant infrastructure projects'.
