This year looks likely to be a busy one for local authorities. Already, we have experienced the first stage of police reform with the creation of the Mayors' Office for Police and Crime.

For housing authorities, self-financing will become a reality in a matter of weeks, and for all authorities the reforms set out in the Localism Bill will come into being.
