Unitary and top-tier councils in areas with relatively low levels of deprivation have been sheltered by the finance settlement at the expense of others, new analysis carried out exclusively for The MJ has revealed.

Data compiled using the CFO Insights financial tool showed that unitary and top-tier councils covering wealthier areas were given as much financial help as many local authorities with greater need.
