The shortage of primary school places

With councils holding a key role in education, a focus on ensuring there are enough places has never been more important,says Carolyn Downs.

Many column inches have, quite rightly, been devoted to the demographic and financial pressures stretching the adult social care system to breaking point.

But a similar perfect storm of rising costs and increased demand is brewing across many other vital public services. In particular, a population surge is causing a severe shortage of primary school places in many parts of the country.
