The 2% social care tax precept will create unnecessary bureaucracy, a respected finance director has warned. 

The Society of Municipal Treasurers president, Chris West, told the Local Government Association finance conference that cost rises through social care, the supply chain and the national living wage add up to more than the social care precept will offer and insisted it would become overly-complicated.
