The rush to reform social care could destabilise and fragment children's services, a prominent academic has warned.  

Giving evidence to an education committee inquiry into social care reform today, professor of social work at Kingston University, Ray Jones, said the pace with which the Government was pressing ahead meant social workers and local authorities were not properly engaged with the process.
