Spending Round still leaves uncertainties

The proposed threshold of 2% for referenda on 'excessive' council tax increases is a retrograde step, when the principle was 3% for the current financial year, says Ian Miller.

September must surely rank as the most bizarre month in British political history since at least the end of the Second World War. 

The fast-tracked Spending Round lived up to its billing, taking less than four weeks. District councils welcomed a further year's protection from ‘negative revenue support grant' in 2020/21. We await details of the arrangements for one year payments of new homes bonus in 2020 and the £54m of funding for homelessness.
