Fresh demands for ministers to relax the borrowing cap have emerged after Stroud DC chief executive David Hagg warned it was stunting council housebuilding ambitions.

Both Mr Hagg and leader Steve Lyndon told the Department for Communities and Local Government the council could go no further than the 236-unit housebuilding project it has already commissioned, despite rising demand.
