Councils in tourist hotspots have been weighing up ways of coping with the financial impact of visitors.

Senior Cornwall councillors have approved plans for a so-called ‘surf tax', while Edinburgh City Council is in talks with the Scottish Government over future funding of its world-famous festivals.
