One of the country's most senior Tory councillors has led the local government rebellion against his own party's ‘unfair' offer of a four-year financial settlement.
As councils weighed up whether to accept the deal in the run-up to Friday's deadline, leader of the Conservative group at the Local Government Association, David Hodge, announced his council, Surrey CC, would not be accepting the deal.
