All two-tier areas in England but one have a core spending power below average, representing an annual £1.9bn funding gap, new calculations have revealed.

Combining district and county spending power per dwelling has shown that Surrey is the only two-tier area with a core spending power above the national average, according to analysis by Newark & Sherwood DC boss, Andrew Muter.
