Tackling the image problem

From an empty Queen’s Speech to a counter-productive Ofsted regime, Niall Bolger challenges local government’s image problem. Sam Clayden reports.

Initially, Niall Bolger appears sanguine about the current financial landscape for local government.

‘There are financial viability and sustainability issues, yes, and stuff around adult and children's social care and integration too.' He shrugs. ‘I'm not saying that is not important but that is our context.'
