Councils and their health and education partners should be handed responsibility for supporting ‘harder-to-help' groups into employment, a report by think-tank Demos has suggested.

Report author Tom Pollard suggested the abolition of the Department for Work and Pensions (DWP), which he said viewed employment support for disabled and older people purely ‘through the benefit lens'.
