Assistant chief executive at Birmingham City Council, Jonathan Tew, is expected to become the boss of South Tyneside MBC later this year.
Mr Tew previously worked at Stoke-on-Trent, Blackburn with Darwen and Durham councils.
Subject to ratification, Mr Tew will join as chief executive in late summer.
