Transformation 'largely left to smoulder on the back burner'

Five years ago the Service Transformation Challenge Panel was launched with the aim of delivering better outcomes in local public services. But a new report notes little progress since the UK EU membership referendum.

It's five years since the Service Transformation Challenge Panel (STCP) unveiled a stellar line up and called for evidence.

Suggestions on how to transform local public services to deliver better outcomes flooded in from more than 150 organisations. Ministers warmly welcomed the panel's recommendations but it would be difficult to argue that the Government's approach to transformation since has – to quote the report's subheading – been ‘bolder, braver, better'. The STCP followed Labour's Total Place policy. Under a new Government, this became Whole Place Community Budgets.
