Sandwell MBC's children's service department is to be transferred to a trust despite inspectors highlighting ‘positive progress' has been made. 

Minister for vulnerable children and families, Edward Timpson, has appointed commissioner Malcolm Newsam to establish a trust to take over the council's children's servives, which last year received back to back inadequate Ofsted ratings.
