I am sitting at my computer thinking about New Year's resolutions, and what the subject of this column should be.

However, I am struggling both with how local government is able to make any sort of resolutions beyond survival, given the scale of cuts set out in the provisional settlement, and just what the topic should be, given the vast array of changes it is facing.
