Councils are being forced to introduce new waste permit schemes to stop neighbouring residents from crossing local authority boundaries to dump rubbish, environment secretary Andrea Leadsom has been warned.

West Berkshire Council is among those forced to introduce a scheme to control their waste budget after neighbouring Hampshire CC axed its annual £200,000 contribution.
