West Yorkshire and the Leeds city region are still waiting for a devolution deal that had been expected before Christmas.

Cities minister Greg Clark, Michael Heseltine and Treasury officials are understood to be still considering the terms of a first-stage devolution deal, weeks after the combined authority submitted proposals.
