The Government will fail to solve the housing crisis if it continues to ‘disincentivise' councils from building homes, Sutton LBC's chief executive has warned.

Niall Bolger insisted the planning system was ‘not broken' and that ‘tinkering' with it had been a ‘complete and utter waste of time'.
