Whitehall could be prepared to compensate local authorities for the increased risk of appeals after full business rate retention.

Whitehall could be prepared to compensate local authorities for the increased risk of appeals after full business rate retention.

Currently local authorities are required to make large provisions for losses for unpredictable appeals, leaving councils with less money to spend on services.
