Government will struggle to monitor whether councils spend the social care precept on its intended purpose, an expert has warned.

Chief executive of the Institute of Revenues, Ratings and Valuation (IRRV), David Magor, warned Whitehall would be unable to police the system if local authorities deliberately did not use the money for adult social care.
