Housing experts have questioned whether Grant Shapps'plans for a five-year eviction threshold for tenants will result in any radical change.

Under the Localism Bill, which is currently passing through Parliament, fixed term tenants could face eviction after two years, but the housing minister has instructed regulators that the minimum five-year tenancy period is adhered to in all but the most 'exceptional circumstances'.
