More local authorities are poised to outsource their entire fostering and adoption services to charities or independent providers, MPs have been told.

Andy Elvin, chief executive of The Adolescent and Children's Trust (TACT), a leading fostering charity, told the Education Committee last week that he expected ‘eight or nine' authorities to follow Peterborough City Council's recent decision to outsource its services wholesale.
