Shadow chancellor, Ed Balls, has put local areas firmly at the centre of his five-point plan to kick-start Britain's moribund economy.

In a speech to Labour's annual conference in Liverpool on 26 September, Mr Balls praised local authorities for their response to the coalition's deep local spending cuts.
