Ministers risk ‘passing unfairness into law', if they proceed with controversial plans to cap household benefits – including council-controlled welfare payments – a leading anti-poverty charity has warned.

Anne Longfield, chief executive of 4Children, issued her warning after ministers said they intended to forge ahead with a £26,000 annual benefits cap on households, despite the measure being defeated in the House of Lords this week.
