Southwark LBC has written to local government secretary Michae Gove, claiming government policies are to blame for an avoidable winter homelessness crisis.

Ahead of the Christmas break, the central London borough has called on ministers to ‘urgently address' a rising tide of homelessness and rough sleeping.
