The precise terms of the UK's divorce from the European Union – including exit payments and future terms of trade – will be negotiated over the next two years. But it is clear that Brexit represents both a threat to, and a major opportunity for, local government and its partners.

It also necessitates an intense period of legislative scrutiny to ensure that local authorities become a beneficiary, and not the unwitting victim, of powers repatriated to the UK from Brussels.
