Chancellor George Osborne has delivered a primarily tax-focused Budget for 2012, through which low-paid town hall staff will benefit from higher personal allowances and the highest-paid council employees will see a reduction in income tax payments.

In what always promised to be a Budget thin on new public policy programmes while Britain continues with its public deficit reduction plan, the chancellor announced few initiatives that impact directly on local government.
