Operating costs for Scotland's new National Care Service will eat up 60% of the cash being injected to improve the system, the country's local authorities warned today.

In May, the Scottish Government announced ‘more than £840m' in additional funding for a social care system creaking under the weight of soaring demand and rising costs.
