Tighter guidelines over the establishment of free schools are needed to prevent councils using existing planning powers to block conversions or developments, The New Schools Network (NSN) has claimed.

Government planning announcements made yesterday commit councils to a 'presumption in favour' in establishing state funded schools, but the NSN have argued that the existence of mandatory planning powers of veto could skew their creation towards wealthier areas.
