Local government chiefs enjoy job security akin to that of football managers, with executive turnover threatening to de-stabilise a sector struggling to cope with deep budget cuts, experts warned this week.

The leaders of ALACE and SOLACE, two bodies representing senior council managers, criticised local government's political class for creating conditions under which a local authority chief executive leaves his or her job every two weeks.
