Councils have been urged to join a new programme designed to reduce local smoking rates through self-assessment of current town-hall policies and a light-touch peer review regime.

An all-party group of MPs met last week to discuss ways to roll out the ‘Clear' programme, which aims to tackle the scourge of Britain's biggest killer – smoking – once councils assume greater responsibility for public health programmes from 2013.
