Collaborative partnerships within district councils

All the evidence suggests the best-performing districts possess a culture of collaborative working, according to Allen Graham.

During the break, Charles Dickens' classic, A Christmas Carol, springs to mind, with its ghosts of past, present and future.

At the beginning of 2012, I stated through this column that I believed there was much to be optimistic about, in terms of combining organisational and democratic strengths with local innovation and needs.
