The collective responsibility of councils

Councils are often bear the brunt of residents' complaints. Stephen Weigel recounts his experiences.

For those of us involved or employed by councils, the concept that people blame the council for most things will not come as any surprise.

My real exposure to this was while I was working for a London council when, during a public meeting, business leaders and local traders blamed the council for the litter which collected and built up outside their properties, where many of them parked their cars and owned the frontage.
