Demolition of council estates should be the ‘last resort' option for local authorities while ‘meaningful' residents' ballots must become compulsory, academics have urged.

A study of the impact of council estate demolition by policy experts at the University of Manchester concluded the process was often ‘driven more by profit than the need to provide housing affordability, security and safety for residents'.
