The current system of council, combined authorities and LEPs is a ‘whole mess' and ‘you would have to be on acid to design it', chair of the Local Enterprise Partnership Network has said. 

 ‘That's why I think LEPs are important – because one of the things government does trust is people like me. We have to find a way to give confidence to the centre that we can deliver.'
