For councils the retention challenge is particularly stark

As a sector resigned to annual headlines decrying ‘fat cat town hall bosses', local government leaders understand better than most the minefield into which the governor of the Bank of England stepped earlier this month when he pleaded for wage restraint.

The media does not take kindly to exhortations to belt-tightening from highly-paid public service professionals.
