Tough controls on recruitment – including an effective job freeze for non-essential posts – underpinned Whitehall's unexpected £5.5bn savings last year, Francis Maude has claimed.

The Cabinet Office minister last week announced that Whitehall had surpassed its expected savings targets for 2011/12, and had banked £5.5bn in what he described as fully-audited savings.
