A new report commissioned by the District Councils' Network (DCN) has warned reorganisation risks being ‘change that isn't change' if it results in ‘bigger, suboptimal organisations'.

The report by Inner Circle Consulting argues the Government's council reorganisation plans risk reinforcing the status quo and failing to bring about meaningful public service change.
