A delicate balance

Whether it will achieve its lofty, yet nebulous, objectives and relentless focus north of the Watford Gap, the Government’s levelling up agenda has a long way to go. Martin Ford reports.

It was the Government's flagship policy, credited with winning over disaffected voters and breaching the Red Wall.

The concept of levelling up left-behind areas of the country even won grudging plaudits from the Labour ranks, including Greater Manchester mayor Andy Burnham.
